Climate Assessment Specialist

THE EVALUATION TEAM

A team of two external Evaluation Consultants—comprising a Principal Evaluator and an Evaluation Specialist—will work under the supervision of a UNEP Evaluation Manager. This team will oversee research, data collection, drafting, and finalizing the evaluation report in collaboration with the Evaluation Manager. Specific responsibilities will be outlined in the Inception Report.

Key Responsibilities of the Evaluation Specialist

  • Conduct a structured review of previous project evaluations within the subprogramme and contribute to drafting the final evaluation report.
  • Ensure all evaluation criteria and questions are comprehensively addressed.

Inception Phase:

  • Perform an initial desk review and hold introductory discussions with project personnel.
  • Identify and outline the causal pathways underpinning the subprogramme’s Theory of Change.
  • Develop the evaluation framework, desk review protocols, and interview guidelines.
  • Draft survey methodologies where applicable.
  • Establish selection criteria for Nature Action initiatives requiring in-depth analysis.
  • Organize the evaluation timeline and compile the Inception Report, incorporating feedback until approved.

Data Collection & Analysis:

  • Conduct further research, in-depth interviews, and engage with relevant agencies, project partners, and stakeholders.
  • Provide regular progress updates to the Evaluation Manager, flagging potential challenges.
  • Maintain communication with the Global Subprogramme Coordination on Nature Action regarding emerging findings.

Reporting Phase:

  • Draft and refine the Main Evaluation Report to align with UNEP’s style and guidelines.
  • Address feedback received and finalize the report in consultation with the Evaluation Manager.
  • Prepare a Response to Comments annex, outlining any unincorporated feedback with justifications.

Additional Considerations

The Evaluation Specialist must not have been involved in the subprogramme’s formulation or implementation during the 2014–2024 period and must remain independent of participating institutions. The consultant will sign the Evaluation Consultant Code of Conduct Agreement Form.

Recruitment & Contract

The UNEP Evaluation Office will recruit the Evaluation Specialist through an individual Special Service Agreement (SSA) consultancy contract, with detailed terms of reference provided separately.

Qualifications & Skills Required

  • A first-level university degree in environmental sciences, international development, or related political/social sciences (advanced degree preferred).
  • At least 10 years of experience in technical evaluation, ideally involving large-scale, regional, or global programmes using a Theory of Change approach.
  • Strong expertise in ecosystem management, Multilateral Environmental Agreements, and policy processes at regional and national levels.
  • Familiarity with UN policies, country support mechanisms, and intergovernmental coordination.
  • Experience in strategic management, project planning, partnership development, and knowledge management.
